Jim4Concord Email #1--Thank You!

Thank you!

I am extremely privileged to have been elected Ward 7 City Councilor.  I will commit to doing my best to promote transparency and fairness in city affairs.  I invite your engagement and ongoing dialogue as we pursue these next two years together.  Thanks to so many people for advice and support. 


I want to give a huge shout out to outgoing councilor Keith Nyhan who served our ward in such a steadfast and principled fashion for an astonishing 18 years.  We all wish him well and hope he stays engaged with our community.


Beaver Meadows Club House

It was inspiring to attend the City Council meeting last night to see democracy in action.  So many people stepped up and voiced their perspectives for and against the contentious Beaver Meadows Golf Clubhouse issue.  You may have heard, the public session was recessed until next year and the issue sent back to the Ad Hoc Golf Committee for further deliberations. We all will get another opportunity to explore options and balance the needs of various constituencies on this issue.  I welcome your continuing ideas and input.  


Blue Bag Program

One of my neighbors suggested a group litter clean-up of neighboring streets.  A thoughtful group of residents did just that a couple months back around Martin Park and the state lands abutting the Turkey River.  They used the city Blue Bag program.  This program provides blue bags for trash collection which will be picked up by city trash crews.


Capital Improvement Projects 

I’m still learning about how the city budget and capital improvement plans (CIPs) work. If you're interested, the complete list of capital improvement projects is published toward the end of the adopted 2024 budget.  


McKee Square (Intersection of Clinton, South and Broadway) was mentioned in the November City Manager’s report:

McKee Square (CIP #31):  The McKee Square intersection improvement was approved in FY 2023 for a traffic assessment and preliminary schematic design concepts for potential improvements.  Preliminary options for this work include a  roundabout and a signal alternative.  The FY 2024 Budget appropriated $275,671 to complete design/permitting for the preferred design concept (once identified).  Construction is tentatively programmed in FY 2026.  Staff will work with its engineering consultants on developing and scheduling meetings with the public and stakeholders to review schematic design concepts.  In addition, the City recently applied for a Congestion Mitigation and Air Quality grant to support the project.  The application is currently pending.  See also schematic:




Plans are for the new city councilors to be sworn in and oriented the first week of January so that we can be prepared for the first City Council meeting of 2023 on Jan. 8.
